Eagle River Asks Library For Hold Harmless Agreement

Runoff water from the proposed $2.5 million remodeling and expansion of the Walter E. Olson Memorial Library in Eagle River continues to be an issue.

Tuesday, the city requested both library and landowner Town of Lincoln agree to a hold harmless agreement indemnifying the city of all liability should any flooding occur at any level of the library.

Water runoff is expected to be 1.5 cubic feet per second with the city agreeing to replace an undersized storm sewer with a 24-inch line at city expense. New motions made are applicable only if the library has any direct drains to the city storm sewer system, including an existing 6-inch roof drain. In addition, the library must notify the city by April 1st of their intention to maintain the 6-inch roof drain and to indemnify the city. Finally, the city requests the library and Town of Lincoln approve a hold harmless agreement by April 1st.

Last month library architect Jeff Visner told the council “we will not go to the library board or building committee for a hold harmless agreement with the city.”

The library Board of Trustees are expected to have this issue on their February 17 meeting agenda. Bid opening for construction is February 25.
