After November 1, Wisconsin law doesn't allow utilities to disconnect customers for non-payment. This is referred to as the Winter Moratorium. But a Public Service Commission of Wisconsin spokesperson says there's more to the story. Elise Nelson says utilities are not required to reestablish service for customers currently disconnected...

".....but only if a customer is connected at the start of that moratorium. Again, utilities are not required to reconnect service until payment arrangements have been made. The PSC is reminding customers to make a payment plan with their utility...."

Nelson says if customers cannot reach an agreement with their utility, they may contact the Public Service Commission of Wisconsin. She says energy assistance is also available throught the Wisconsin Home Eneregy Assistance Program to income-eligible households. Your county Department of Social Services has more information. There are links provided here. The Winter Moratorium ends on April 15.
